Yes Blended is best I think because it is important not to underestimate the social aspects of college and the relationship with teachers which develop best face to face

Primarily my thinking on this is around learners who have anxiety/autism, fatigue/long term conditions. Their learning need not be interrupted and they could be offered a hybrid/blended model at the outset.
