Many small nonprofits can't apply for the SBA paycheck protection program because of its limitation to 500 employees - any effort to lift the cap in Stimulus #4?

For the Payroll Protection Program provision in the CARES Act, many nonprofits are advocating that PT employees in the 500 employee count eligibility be counted as FTE (full time equivalent). Many of us employ coaches, teaching artists, etc who work relatively few hours. The application just released gives "nonprofit" in the eligibility checklist. Is there a chance that we can count PT employees as FTE?

Q: Let's say you started a new job right before the Coronavirus outbreak. However, because of the outbreak you were let go from your job. You applied for NYS UI but were denied because you did not make enough at that job to qualify (~$2,500). What recourse do you have?

Similar question: if you were already unemployed and now can't find work due to covid, are you still eligible for the additional $600?
