NHDOE COVID-19 Update with Education Leaders
Julie King
17:22
Good afternoon, Is there any indication yet that we should anticipate any reduction in adequacy aid or Title allocations for fy21 due to the monies received from the CARES act or the economic situation we are in as a nation and state?

When can we expect to receive Care Act funds?

The Equitable Services guidance released last night from the USDOE requires only enrollment (not poverty) of non-public schools to be considered in the proportional share since all students can be served. When funds go to public schools it is based on poverty AND enrollment. Can you clarify or reach out to the USDOE to find out why they are forcing this inconsistency?

The NHDOE Guidance on End of Year activities would be very useful and timely now rather than later. Can we expect to receive it soon?

Two issues that have come up during our very preliminary discussions of returning to school in September: (1) if masks are part of returning to school, will individual school districts be on their own in terms of securing this PPE or will the state look at bulk purchasing (we’re hearing about long delays in delivery); and (2) we’re hearing that vaccinations of children are down, either through parent choice or lack of availability of health care professionals to perform this function. Will the state look at waiving vaccination requirements for students entering school (or some other strategy to deal with this issue)?
Kirk Beitler
25:49
The CARES Act monies that come to districts through the title one grant are for the entire school district not just title one schools in our district, is that correct?
Bill Lupini
26:03
We need the guidance on end of the year activities! When can we expect to receive it?
James Fenn
26:30
Do you have an update on Summer food operations subsidies from USDA? Current language does not allow funding for the programs if students are not in our buildings.
Garth McKinney
26:44
Can you please share the link again for the internet access survey?
Andrea Elliot

some schools have already announced plans for end of year graduations at drive in movie theaters while we are still awaiting the go ahead to plan

Do you know yet whether the CARES Act funding will be based on 2018-2019 or 2019-2020 Title IA allocations?

As we are anticipating transportation shifts for the fall if we need to maintain distancing, has there been any addition conversation regarding the waivers for districts to share drivers or to expedite licensing for drivers? This is the weakest link in our plan as we are strapped for resources in this area.

what about funds disbursement for students that we’re going through the identification process in a nonpublic setting? Would these special ed students/nonpublic school qualify for funds from the public district disbursement?

Thanks for sharing these, Grant. This seems like the most basic approach to cleaning which I hope, we all do regularly, anyway, in the pre COVID days. Any timeline of when more significant recommendations will be forthcoming from CDC or others?
Christy Whipple
41:22
Some of our families work in health care at places like Planned Parenthood....they have been told not to use masks as the masks need to go to those on the front lines. Having to order masks for students for September does not seem likely.
Valerie Carey
41:45
In discussion with our nurse this morning, our local pediatrics department is not seeing children over 1 for well child visits. Indication is that the state is not planning to relax vaccinations, but indication that reliance can be placed on "conditional enrollment" our concern is that requires an appointment is in place. With docs not scheduling, that provision doesn't ease the problem.
T. Polito, Granite State Arts Acad
41:58
Thanks Frank—I know and understand this is really tough for you as well. We all appreciate the job you are doing.

In response to rvaughn's question about bussing: Earlier this year SAU 3 & 20 worked to create an MOU with proper permissions and legal considerations in order to dual-roster bus drivers and share some transportation services. We would be happy to share this model. Just email me jking@sau3.org

Kids need to have an appt for vaccine 'on the books.' Pediatricians in this area are doing parking lot creative shots too.
Carl Ladd

Some of the new screening questions I’ve seen from Long-Term Care Facilities include sore throat, coughs, shortness of breath, chills, muscle pain, headache, vomiting or diarrhea - a lengthy list to consider adding to ours (came from Grafton County)
