The part of the rule where you determine loan amount only indicates employees, nothing specifying full or part time. Found later in the rule in a section for reporting back to the bank it indicates full time equivalents. Are part time employees able to be considered for determining your average monthly payroll costs?

It is a three part question:1) There is a mandate that all business owners must apply for partial unemployment on behalf of their employees who are missing hours. But, at the same time, we are being told to apply for loans so that we can pay these same employees their regular hours. So, which thing do we do? Or do we do both things? We can't ignore the mandate, so everyone must apply for UI benefits for their employees. But at the same time, it would be preferable for employers to be able to pay their employees their full wages using a loan. What's a gal to do?2) If we receive a PPP loan and begin to pay our homebound employees their full hours, despite them not working, do we then stop filing for UI benefits?3) Once we've applied for the PPP loan, what other loans are we still eligible to receive? Should we apply for the EIDL loan first, and apply for the PPP loan second?
