So, to sum up for users of VRBO/Airbnb: is it OK to say 'we are following VRBO/Airbnb policies on this regard' and limit our action to those that Airbnb/VRBO enforcing?
Meaning: If Airbnb/VRBO allows full refunds to guests from Italy then we do too... but nothing outside of what the platforms allow

Keith, I am not really understanding what is our 'contractual' obligations when we host through Airbnb/VRBO as we do not make guests sign any contract aside of the policiesfrom the platform themselves.
And to add to my question above, would insurance cover any costs for the PMC having to unlist or disinfect that unit?

How to determine when we should give a refund even though platform policies do not enforce it yet? In other words, on what scenario we must give refunds regardless of the platform policies/contracts? Is it just a state of emergency/lockdown?
We've quite a few guests wanting to cancel because their conference has been cancelled. Will a charge back in this scenario stand up?
Airbnb is cancelling and issuing full refunds under their extenuating circumstance rules, regardless of what our cancel policy is. We've had 3 cancel in the last couple of days with March arrival dates. How can we fight this?

We only have 1) a general cancellation policy stating that no cancellation and refunds are issued within x amount of days of arrivals. 2) Hurricane policy. We do not have a clause rearding catastrophic events or epidemic outbreaks, etc. Can you repeat - What are our obligations by law to issue refunds - Only if there is a travel ban or State of Emergency?
Also I understand following best practices and trying to accomodate the guest, but what about our number one client - the owner. A lot of our owners would rather not refund and have us deal with chargebacks
If guests purchased Travel Insurance is cancellation due to the corona virus usually covered under this even when a travel ban has not been issued
