Question: implementing CD quite often requires management to change its mindset. Quite often requires to rethink boundaries and responsibilities between teams/departments. How to spark these changes from the bottom, not from the top?

My company makes software for banks. Everything we make goes through several testing phases before our clients start using it. How can CD look in this environment? and how would convince people in banks to change?
