The University of Utah does the same types of measurement of CO2 and other pollutants. Indeed they have been successful working with UTA to have monitors placed on several of their vehicles. Instead of automatically going to an outside "consultant" why doesn't CWC go to local institutions.

The ICLEI folks have developed standard modeling for local government CO2 emissions that are widely accepted. We weren't looking for monitoring or an expanded analysis, just a good sense of relative emissions from different modes. Very short turnaround times. Will keep the U in mind in the future if they can do a comparable analysis.

In addition to the area south of the highway being within our Riparian Habitat Conservation Area that Vince described, some of the lands in the lower canyon, south of the hwy, were purchased with Land and Water Conservation Funds which must be avoided by UDOT under 4(f) or 6(f) by FHWA/UDOT. And yes Kim, we will be analyzing the impacts to recreation from all of the alternatives.
