Surely, Jarrett, prediction is important for transport infrastructure, to plan for funding the infrastructure? Predicting at the moment has all the issues that you have meant. Wouldn't it be the best way to define a vision for the city in the future and the test the provision for a range of combinations of transport infrastructure to see which combination provides the best path to the vision?

Regarding connections. I never quite got the anti-transfer debates because I grew up and live in the City of Toronto. And the Toronto Transit Commission, which has jurisdiction, insists on running straight routes falling grid like Toronto streets which the connect with the subway at subway stations and at other routes at cross streets. And the TTC doesn't ask people's opinion on a grid like network -- they have been doing this for decades.

Recently the TTC scaled down their travel time value of transfer ratio because observations of their network had shown that people cared less about transferring and the guidance needed to be updated.
