Francis Campbell
32:41
Mr. Dyer. do you have jurisdiction over Lincoln park? Quite often dogs are off leash in this park
Amber Gove 6A04
34:47
HI Francis--Lincoln Park is NPS. Please reach out to me and I can follow up. This is an ongoing conversation with NPS.
Brian Alcorn 6A08
39:20
More information about the redistricting process can be found here: www.elissasilverman.com/redistricting
Robb Dooling, 6A06 (he/they)
45:47
The Q&A is publicly visible now
Francis Campbell
46:58
Map Three keeps Ward 6 mostly intact at least for the ANC's
Brian Alcorn 6A08
46:59
map #3 moves a part of 6a08 into ward 7... it is an enclave bounded by c street, 19th street, 21st street and constitution
Francis Campbell
47:23
With some exceptions!
Lisa & Chris
51:41
can residents vote for school board members if schools are outside of their ward? or maybe on the otherside of 15th
Jason Lawrence
57:24
Thanks Brian, we have a handful of residents sitting with us tonight and we all know that parking will change eventually based on Wards and this will devide the community!
Brian Alcorn 6A08
58:19
I knew that would appeal to an urban planner!!
Jennifer R
58:21
Can we pass legislation to designate a "Greater Capitol Hill" area so naming conventions don't align with wards
Lisa & Chris
01:00:06
navy yard is neighborhood, sw is neighborhood and capitol hill is a neighborhood
Brian Alcorn 6A08
01:00:14
Alas. 2/3 of those 3 maps draw a line at 15th.
Lisa & Chris
01:01:50
i think it's elitist to say cap hill is only the historic district or stops at 15th
Lisa & Chris
01:03:01
the poorer side of the hill is still the hill
Jason Lawrence
01:08:38
Sondra don’t let her speak for you!
Marc Friend
01:13:07
Connect parking to the old dc taxi map (just joking)
Francis Campbell
01:13:18
Keeping in mind that we in 6B are very concerned in how the maps 1&2 divide our community
Jennifer R
01:13:23
Is there a way we can see all the maps that have been submitted?
Michael Cushman
01:13:27
It is 1.2 miles from 15th and East Capitol to the nearest address across the river. The center of Ward 7 to the boundaries of the Ward is 1.5 miles.
Michael Cushman
01:15:17
To GET TO THAT ADDRESS by car from 15th and E Capitol St is a 2.2 miles if you go via the Benning Rd bridge or 3.1 miles if you use the East Capitol St bridge.

01:16:56
Letter we plan to vote on tonight is on p. 29
Michael Cushman
01:17:23
All of exisiting Ward 6 is walkable through NEIGHBORHOODs. Getting to Ward 7 EOTR is NOT walkable.
Lisa & Chris
01:20:28
communities of interest are mot being kept intact if only homes are remapped - to keep our community intact you need to move businesses too
Alison Schwartz
01:22:32
agreed, I don’t think any of the maps can live up to all of the principles laid out
Alcorn House
01:23:59
Great Question!
Jason Lawrence
01:24:52
Don’t split Chinatown but 15th NE is a good spot
Lisa & Chris
01:25:12
exactly
Alison Schwartz
01:26:06
If we are looking holistically, we must look at the entire city
Jenny Romaine & Bryce Hughes
01:26:16
If we become an unincorporated territory, can we avoid redistricting and federal taxes?
Jason Lawrence
01:26:47
Or create a new ward?
carolyns ipad
01:26:57
True
Amber Gove 6A04
01:27:07
Home Rule Act=8 Wards
carolyns ipad
01:27:28
Absolutely
Jason Lawrence
01:28:42
Federal law? I’ll read up on it tomorrow
Gladys Ann Mack
01:29:50
I feel map 1 and map2 will Gerrymander and Disenfranchise the ROSEDALE COMMUNITY and they pit neighbor against Neighbors. They are Bias and Divisive!
Michael Cushman
01:30:26
Please take a look at the Comprehensive Plan.
Alison Schwartz
01:30:49
We have been talking about that the entire time - we are a community of interest - you can tell based on the level of interest in this process alone
Francis Campbell
01:31:02
This goes to the argument that Capitol Hill is a contiguous neighborhood
Aaron Chaletzky
01:31:27
It’s not arbitrary, it’s low hanging fruit.
carolyns ipad
01:32:30
Yes other neighborhoods are as well. Thank you
Gladys Ann Mack
01:32:31
Councilwoman Silverman, why didn't your committee draw maps after all the discussion but relied on neighbors map instead of the committee.
Jason Lawrence
01:32:33
I’m actually in the Map 1 Map 2 and Map 3 ward 6 side of the map, I just care about my neighbors and I’m across the road at their house
carolyns ipad
01:33:15
Thank u
Michael Cushman
01:34:45
The Comprehensive Plan shows Capitol Hill's common character in the neighborhoods stretching all the way to the river.
carolyns ipad
01:34:51
Yes other folks have moved to other neighborhoods as well. Why is it that everyone thinks they can’t change too
Chris Downie
01:36:11
I am literally on the border of 15th Street, on the East side and looking at moving due to this. Been a Ward 6 resident for 12 years.
carolyns ipad
01:36:34
Ok
Caitlin Rogger
01:36:46
I’m sympathetic to concerns, but “character” is a mutable and subjective feature of a urban area :)
Lisa & Chris
01:37:18
I live on 15th - 1 1/2 block from the Historic district - my community of interest is cap hill. I shop at the safeway on 14th, i hang out in Lincoln park, i eat at the pretzel bakery on 14th and the roost - this is my community.
carolyns ipad
01:37:38
I’m with you!!!!
Aaron Chaletzky
01:37:44
Ditto!
Marc Friend
01:37:58
Has the committee considered annexing Alexandria and Arlington back?
carolyns ipad
01:38:18
You do what is necessary
Lisa & Chris
01:38:21
15th is moving 3 blocks of purely residential homes - no commercial entities. Go farther west or don't go
Francis Campbell
01:39:14
actually there are a few businesses on 15th Street that will go into Ward 7 if the borders move.
Nathan
01:39:30
Preserve the census tracts.
Chris Downie
01:39:36
So all the housing that has been developed in the "heart" of Ward 6, NOMA, H Street, etc, which is great for DC, we are the fringe that gets impacted.
Alison Schwartz
01:39:55
he is not impacted by the map he drew
Caitlin Rogger
01:39:58
Why do folks want to stay in the same wards as the businesses they frequent? Sincere question.
Lisa & Chris
01:39:58
yes - he's on 14th
Francis Campbell
01:40:01
The 7/11 at 15th,the Southeast market , the Cuboard on East Capitol
carolyns ipad
01:40:26
Thank u
Jason Lawrence
01:40:59
What’s the chances the map came from Charles Allen?
Lisa & Chris
01:41:00
grocery store
Aaron Chaletzky
01:41:16
I live in Ward 6, work in Ward 6, shop in Ward 6, eat in Ward 6 and socialize in Ward 6. Not Ward 7.
Gladys Ann Mack
01:41:41
Out of over 160 maps submitted and you had meeting in all 8 wards to get the pubic opinion on redistricting. Now you say Map 3 had too many black in the numbers.
Lisa & Chris
01:41:48
they'd be moving residential housing without a grocery store
lucasp
01:42:05
Same here.
carolyns ipad
01:43:03
Come to Ward 8
Francis Campbell
01:43:05
Councilwoman Silverman ,I think you need to make folk understand that the 3 selections are not hard and fast, that these are part and parcel of a possible solution. That some neighborhoods are going to be affected.
Francis Campbell
01:44:02
I cant say I agree with 1 or 2 but think that pieces of all three can be incorporated to come to a final solution
carolyns ipad
01:44:17
I’m too
Francis Campbell
01:44:41
I think that the anti semetic comments are coming from Ward 8
Caitlin Rogger
01:45:01
Thank you Councilmember Silverman.
Lisa & Chris
01:45:03
they provided med incomes and it does look like the poorest is up to be moved - no wonder they're mad
Caitlin Rogger
01:45:05
But Lisa and Chris, why does that matter re grocery stores or businesses being “in your ward”? Because…they are still there physically.
carolyns ipad
01:45:06
Thank you
Caitlin Rogger
01:45:47
I’m not trying to be difficult - I genuinely want to understand, why is it important to be in the same ward as the businesses you enjoy? I see a few folks saying this and I think it’s important to understand.
Lisa & Chris
01:46:21
political voice - if they want to extend their patio for example, or add carryout, or extend hours
carolyns ipad
01:46:28
I would like to understand that too!
Caitlin Rogger
01:46:46
but you can of course turn up at other ANCs/ward meetings.
Francis Campbell
01:46:54
And NO I'm not happy about the prospect of moving but understand as much as I dont like it
Aaron Chaletzky
01:46:59
It’s about belonging to a community.
Lisa & Chris
01:47:07
it said open to all
Caitlin Rogger
01:47:33
I know lots of folks whose kids go to schools in other wards; CMs are said to be quite responsive regardless of your ward. And we all still get to vote for five citywide CMs (the at larges and the chair)
Marc Friend
01:48:10
Fully support Hiring more Councilmember staff and hiring more staff for OANC staff
Caitlin Rogger
01:48:11
FWIW, Councilmember, I appreciate you following the law.
Chris Downie
01:48:14
The Ward 7 is not up for vote for several more years, correct?
Aaron Chaletzky
01:48:24
Then vote for Map 3 Elissa.
Alison Schwartz
01:52:54
I don’t believe anyone doesn’t want the council to follow the law,. We are simply stating our case - again, you get to weigh and make final recommendations and vote.
Caitlin Rogger
01:54:58
None of the arguments offered seem unique to our ANC. That’s why it seems important to underscore that 6 has to, by law, lose some folks. Most neighborhoods in 6 are going to have the same types of concerns.
Alison Schwartz
01:55:43
we all understand that needs to happen. no one is saying it doesn’t.
Caitlin Rogger
01:56:39
Also suggestions of “gerrymandering” - which has specific political implications - should be addressed. Political power isn’t the aim of this exercise; it’s required by law. That’s another reason it’s important to underscore the law element.
Alison Schwartz
01:56:43
We’ve been invited to make our voices heard and that is all that is happening, I’m proud of our community for doing that, no matter where we end up. Goes to why I love this neighborhood and community
Aaron Chaletzky
01:56:49
Well done Brian!
Channing Jones
01:57:30
You’re the best Brian!
Marc Friend
01:57:45
Just want to say impressive to have both the Councilmember and her chief of Staff at two different meetings. A big difference form previous redistricting
Francis Campbell
01:57:57
Well said Brian!
carolyns ipad
01:58:40
Thank you 🙏
Jenny Romaine & Bryce Hughes
01:58:42
Thanks Elissa!

01:58:58
Thank you!
Caitlin Rogger
01:59:07
Lol I appreciate it
Nathan
01:59:10
Thank you!
Michael Cushman
01:59:39
While character is mutable, distance is fixed.
Chris Downie
01:59:51
Thank you all for all the hard work looking out for Ward 6!!!!

We are lucky to have our COC members!
Chris Downie
02:15:49
Will they stay in Ward 6?
Chris Downie
02:25:35
I had my hand raised
Chris Downie
02:44:23
Mr Soderman, thank you, I did have a comment regarding a participant regarding potential site implications - DC and MD are implementing a lot of new requireents for infrastructure
Chris Downie
