has anyone seen application of VC for workforce coming out of a smart city initiative?

Karen, that’s a really good question. The Toronto smart city initiative has been looking at decentralized identity and VCs for awhile now, but I don’t know of anything referencable.
There’s work being done at Kochi (Kerala, India). Vinod Panicker out of Wipro and chair of UFWG is a contact.

I also know Hong Kong is looking closely at ToIP on a city-wide basis

Hi Drummond, yes we are aware of Toronto, sidewalk labs and have members from that initiative on our committees. Also working with the smart city initiative in Montreal - both we a focus on food and circular economy
Karen, excellent. I’d love to make sure our WG is addressing your needs for a ToIP-compatible governance framework for a smart city. I personally believe it’s an ideal set of use cases.

Just having a checklist of risks for governance authorities at each layer would be a great deliverable from our WG
+1, risk document is good. We should also say it is a starting point because individual use cases will have specific risks that we can't account for here.
I agree, it’s great! It does seem suggestive of a certification/audit process, too.
