Increasingly, municipal and state governments across the country are investigating whether publicly-owned banks could make substantive and system improvements to the management of their fiscal resources. Chronic issues of growing debt and increasing demand for investment dollars are mixed with civic concerns about taxes, expensive borrowing, and a host of ethical issues that have pushed citizen stakeholders to seek public alternatives to the ethically challenged global banks that handle most of these government accounts.
